How to Create Sustainable AI Economic Zones

Hello AI Founder, Builder, and Architect!

How does North Texas become a magnet for AI investment, talent, and jobs without draining its energy, water, and quality of life?

That is the question in Session 3 of The AI Policy Summit 2026, now live. I moderated the Fireside Chat: AI Economic Zones with Denton County Judge Andy Eads, Plano Council Member Bob Kehr, Jai Saini of Information Resource Group (IRG), and Chris Trevino of The Judge Group.

The panel laid out four layers of an AI-powered economic zone, built in order: infrastructure, talent that can translate the technology, adoption across industry and the public sector, and governance so AI at scale does not cause public harm.

The same order applies to your business. It is tempting to buy the tool and call it a strategy. Without the talent, the adoption, and the governance, it is a science fair project.

1. How Does a Region Become an AI-Powered Economic Zone? (11:58)
Build four layers in order: infrastructure, talent that can translate the technology, adoption across industry and the public sector, and governance so AI at scale does not cause public harm. Get all four right and North Texas becomes a powerhouse economic zone for AI.

2. Why Is an AI-Ready Workforce the Region's Real Edge? (10:50)
North Texas cannot import enough people to fill its jobs, so it has to train them for airports, logistics, and financial services, not only start-ups. The gap is alignment, not a lack of jobs: free AI training from chambers and economic development councils is still unknown to most workers.

3. How Can Texas Build AI Data Centers Without Draining Energy and Water? (23:57)
Cities and counties cannot supply the electricity and water alone, so the state and federal government have to help. Closed-loop cooling and small reactors already exist. What is missing is the legislative push to build them, which would also fix power generation for whole communities.
